Mr A applied as Homeless to Brent Council. The Council refused to accept a duty to house him because they did not consider him to be in priority need.

We submitted detailed representations in support of Mr A’s review of the Council’s negative decision, arguing, amongst other things, that the Council failed to apply the correct test of vulnerability, in particular they failed to consider whether Mr A would be vulnerable when street homeless.

The Council did not accept our arguments and proceeded to make a negative review decision. We successfully appealed their decision. The Council were ordered to carry out a fresh review and pay our costs.
